Europe experienced widespread relief on Monday, as the crisis sparked by the announcement of a new 28-article proposal for resolving the conflict appeared – momentarily – to have been contained. A American diplomat spoke of "significant advancement" after bilateral negotiations in Geneva. On Monday night, Russian leadership made its countermove: another massive barrage of rocket attacks on Kyiv.
The Cycle of Peace Talks and Military Action
The chain of contrasting events captured the bleak nature of the current period. By day, diplomatic battles are conducted: positive announcements are delivered from different nations. Immense energy is expended on restraining certain initiatives. By night, the Kremlin forcefully demonstrates the world that, for them, conflict continues to be the main instrument for achieving "settlement".
Nocturnal Warfare
As Russia's attack developed into the early hours of Tuesday, the present situation of Ukraine's exposure was exposed. Ukraine is capable of detecting projectile deployments from across the border, a capability enabled by current data. From observation points, Ukrainian air force fighter jets that had been dispatched to counter approaching cruise missiles streaked across the sky – modern combat jets delivered to Ukraine by Western partners.
Moments later, Kyiv's air-defence systems activated: several firings deployed against a Russian ballistic missile. This was a advanced protection mechanism at work, presumably supplied through allied countries. Every firing jolts you unexpectedly, shaking the windows. The moment of terror quickly transforms into grim resignation: possibly the hostile projectile won't cause damage this time, sparing the city from ruin and additional electricity failures.
Continuous Dangers
Not long after, a heavy machine gun engaged a drone in the vicinity, part of a rapid response unit – almost certainly Western-made equipment. Sadly, the projectiles didn't strike the hostile drone – it continued its flight toward its destination.
With pauses, this continued until dawn. Kyiv greeted the daybreak reports: seven people killed, damage and heating outages in many homes as a result of the nocturnal offensive. As always, everyone still continued their routines – enduring hostilities. But those entire period demonstrated Ukraine's critical military reliance on Western support – a reliance that neighboring countries are clearly incapable to fill in the near term.
Failed Diplomacy
The 28-point plan from US administration generated strong feelings, controversy and deep concern – and temporarily diverted attention from Ukraine's major integrity crisis in years. Yet, we have witnessed similar scenarios, after previous diplomatic encounters and multilateral gatherings.
Every new initiative from US leadership unfolds according to the same pattern: a negotiation push against Ukraine, which Kyiv, with partner nations, effectively counters. They stabilise the situation but never actually achieve victory. This pattern will, no doubt, continue.
Tactical Assessments
It is convenient to criticize specific actors of persistently promoting Kremlin's demands. But that does not seem to be the complete picture. Washington operates on a principle understood by experienced diplomats: you cannot secure via talks what you have failed to defend militarily. The American government presumes that it is unfeasible to force Russia to relinquish the land that it presently holds in Ukraine's occupied territories.
The issue is that while accepting these circumstances, Washington does nothing to deter Moscow, through words or deeds, from believing that the current condition will not change more in its benefit in the near future.
Opposing Positions
Therefore, the Kremlin is confident that the clock favors them – that Ukraine and its allies are coming close to fatigue. Their reason to accept conditions that does not give them the largest achievable advantage is close to zero. There may be multiple initiatives to achieve ceasefire, but they will carry on as long as Russia's government remains supremely confident in the outcome.
On the contrary, Ukrainian leadership believes that Ukraine can still endure, gradually sacrificing civilians and areas but avoiding a entire defensive failure until situations evolve in its advantage.
Present Conditions
Objectively, there are no actual prerequisites for a armistice. Now, subjective factors are coming into play: leadership ambitions to mediate resolution and achieve global acclaim, and Ukrainian leadership's double obstacles – on one hand, not to estrange crucial supporters, and on the other, to rally Ukrainians around the flag against any plan Kyiv finds unworkable, so that their priority does not shift toward domestic problems. And although their objective will now be considerably more difficult after current events, it remains highly unlikely that this will change their overall approach.
These two forces are driving the talks.
Summary and Prospects
It took a just a single week to eliminate the proposed articles of the latest plan. Forceful and unpredictable management of the matter by Washington, pushback by Ukraine and the remaining European nations, along with pacifying measures of diplomats, and finally, current information leaks, all achieved their purpose.
While new initiatives based on old ideas are imminent, Kyiv, London and other Western governments should draw one fundamental conclusion: Ukraine and Europe will only be able to counter political attacks from Washington that are based on Russian demands and show certain reluctance to change the course of events, if they maintain solidarity and enhance their military capacity at a much faster pace. If they do, neither external pressure nor military threats will be able to defeat them. In the meantime, Ukraine's ability to counter nocturnal attacks will, for the coming months, largely rely on continued Western support.
